This upcoming weekend, Gloucester Township Day was scheduled to take place at Veterans Memorial Park in South Jersey. But, after several decades it was postponed because of what happened last year when hundreds of teenagers took over and caused chaos at the event.

New Jersey Gov. Phil Murphy signed the "Public Brawl Law" on Monday, June 2 that aims to fight back against those who organize large gatherings that lead to chaos and anyone causing trouble during them.

Some in South Jersey want the consequences to include moms and dads of teenagers. They say they just want to enjoy gatherings safely.

"If they’re underage I firmly believe that their parents should be held accountable, because it starts at the home," Gloucester Township resident Kelli Benigno said.

Gloucester Township Day is a carnival-style event that is a major fundraiser for college scholarships for high school students.

In 2024, the carnival ended in fights with officers arresting several teens.

Over Memorial Day weekend this year, there were even more troubling scene at the Jersey Shore with dozens of people being arrested and the boardwalk in Seaside Heights getting shut down.

Investigators there said there were three stabbings over three days.

New Jersey Assemblyman Dan Hutchinson sponsored the newly signed bill, calling for stiffer penalties for anyone involved in these chaotic scenes. Those who are caught organizing any flash mob or gatherings can face up to a year and half in prison.

"Send them somewhere to make them sit down and be more educated about things going on, then that sounds better, but just prison, there’s too many people in prison now," one man said.

A feeling a security, people say, hopefully returning with this new law.

Organizers of Gloucester Township Day have not revealed a new date for the event.

Suspended N.J. school district superintendent files whistleblower lawsuit

A suspended Gloucester County schools superintendent has filed a whistleblower lawsuit accusing district officials of a “calculated campaign of targeted retaliation.”

Washington Township Superintendent Eric Hibbs said the retaliation occurred after he raised questions about an insurance contract awarded by the local school board.

Hibbs was put on paid administrative leave by a divided school board in March. He remains on leave.

Hibbs is a longtime administrator who was hired in May 2023 following 10 years as the schools superintendent in Marlboro in Monmouth County.

His lawsuit, filed Tuesday in Superior Court in Gloucester County, cites the state’s Conscientious Employee Protection Act.

It names as defendants the school board and the board president, Julie Kozempel.

The lawsuit outlines conflicts dating to August, when Hibbs first questioned the hiring of a company three years earlier as a consultant for the school district’s employee health benefits.

Hibbs claimed that the company was hired despite submitting a “materially defective” proposal, according to the lawsuit.

He reported his concerns to multiple oversight bodies, including the state Office of Public Integrity and Accountability, the Gloucester County Prosecutor’s Office, and state deputy attorneys general, the lawsuit states.

Hibbs claims that district officials responded by taking over key responsibilities of his job and “orchestrated the filing of a fraudulent ethics complaint against him,” the lawsuit states.

Hibbs then filed a state ethics complaint against Kozempel, alleging retaliation. The board placed him on administrative leave March 18 in a 5-3 vote.

At the next meeting, school board member Elayne Clancy — who charged that Hibbs “was railroaded” — sought to bring him back.

Her effort failed when a motion that would have postponed hiring an interim acting superintendent was defeated in a 5-4 vote.

Kozempel, contacted Friday by NJ Advance Media, said she had not yet seen the lawsuit.

“My only comment is I wish nothing but peace for Dr. Hibbs,” Kozempel said.

Hibbs is seeking reinstatement and damages.

“Whistleblowers like (Hibbs) serve as the first line of defense against unsafe, unethical, and unlawful practices,” according to the lawsuit filed by his attorney, Austin B. Tobin. “In New Jersey, employees are protected by law from retaliation for speaking out against unlawful conduct,”

The Washington Township district in Gloucester County is among the larger districts in South Jersey. It has seven elementary schools, three middle schools and one high school.

Hibbs was the highest paid superintendent in Gloucester County for the 2023-24 school year with a salary of $215,000, the latest state data shows.

In addition to his decade leading the Marlboro school district, Hibbs served as the superintendent in Mount Holly in Burlington County from 2010 to 2013.
