UPDATE: The tornado watch in New Jersey was lifted as of 11:59 p.m. Friday. However, forecasters say some thunderstorms with strong winds and heavy moisture may drop as much as 1 to 3 inches of rain in several hours overnight Friday, causing possible flash flooding. Flash flood warnings have been issued in several counties.

A tornado watch has been issued for 10 counties in central and southern New Jersey along with parts of eastern Pennsylvania because of the potential threat of small twisters hitting the region Friday night.

The watch, posted shortly before 5 p.m. by the National Weather Service and Storm Prediction Center, includes these counties in the Garden State: Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Monmouth, Ocean and Salem.

A tornado watch is not as urgent as a tornado warning. It indicates atmospheric conditions are favorable for the development of rotating funnel clouds that could touch down on the ground.

The watch, effective through midnight, was issued as strong thunderstorms have been sweeping across areas south and west of New Jersey. Those storm cells, along with scattered rain showers, could dump as much as 1 inch of rain per hour, posing a threat of flash flooding, forecasters said.

A flood watch is in effect from 7 p.m. Friday to 8 a.m. Saturday for Burlington, Camden, Gloucester, Hunterdon, Mercer, Middlesex, Morris, Salem, Somerset, Sussex and Warren counties.

A flood watch is also active from 8 p.m. Friday until 11 a.m. Saturday for Bergen, Essex, Hudson, Passaic and Union counties.

If a tornado warning is issued, residents in the warning area are advised to quickly seek shelter inside a sturdy building and to stay away from windows.

Update: Shortly after 9 p.m. Friday, the National Weather Service issued a wind advisory for Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Ocean and Salem counties. The advisory, effective from 2 a.m. to 8 a.m. Saturday, says westerly winds of 20 to 30 mph are expected to gust as high as 50 mph at times.

ATLANTIC CITY — Cape May and Atlantic counties have the most privately owned land at risk of flood damage over the next 25 years, according to a new report that projects that more than 70% of Cape May County will be threatened by 2050.

Rebuild By Design, the public-private partnership formed after Superstorm Sandy to plan protective measures for future major storms, released its report “Flood Risk Equals Financial Risk” on Thursday.

It found that nearly $278 billion worth of private property in New Jersey faces rising flood risk, and that it generates $3.2 billion in annual tax revenue.

It also had sobering projections for Cape May County, which it said had the highest rate of insurance policy non-renewals last year, with rates tripling since 2018.

“Time after time after time, our country is suffering enormously due to weather events,” said Amy Chester, the group’s director. “With the federal government cutting disaster preparedness programs, New Jersey needs reliable sources of funding to support infrastructure for communities to withstand flooding.”

She said 95.5% of all U.S. counties have suffered at least one federally declared weather disaster since 2011.

The report recommends developing a stable source of funding for flood and storm protection projects in New Jersey, possibly by selling bonds or tacking “a minimal surcharge” onto some insurance policies.

Johanna Lawton, the group’s deputy director, said $9.1 billion could be raised over 10 years by imposing a 2% surcharge on property and casualty insurance policies in New Jersey.

A former Ventnor code enforcement officer who admitted keeping more than $75,000 worth of payments intended for city permits was sentenced Tuesday to five years in prison.

Or the state could choose to ask voters to pass a bond referendum to borrow money for resiliency work, similar to a $4.2 billion measure New York voters approved in recent years.

The report advocates helping families move from high-risk areas through expansion of the state’s Blue Acres program, which buys and demolishes homes in flood-prone areas from willing sellers.

About an hour after the report was released Thursday, the U.S. Department of Agriculture announced it has approved a $3.2 million Blue Acres buyout for five flood-prone properties in East Hanover and South Plainfield. The project will be funded with $2.5 million from the USDA, with the rest coming from the state.

The report also says the state needs to plan for short- and long-term migration from the riskiest areas, “ensuring displaced residents have access to housing, jobs, and resources in safer areas.”

The report forecasts that by 2050, 1 in 6 parcels of land in New Jersey, or 565,000, will be exposed to major flood risk. Those properties are worth $436 billion in today’s dollars, and they generate nearly $6 billion in property taxes.

South Jersey coastal communities are the most vulnerable in the state.

The report found that 56.1% of all land in Cape May County is at high flood risk, a figure that will increase to 70.6% by 2050.

In Atlantic County, 30.4% of all land is at high flood risk, with projections increasing to 38.7% by 2050.

In Cumberland County, 6.4% of land is at high flood risk, a figure projected to double by 2050.

Tim Dillingham, executive director of the American Littoral Society, a coastal advocacy environmental group, said Thursday’s report is a useful rejoinder to political opposition to New Jersey’s proposed climate-related building rules, which foes say could create “no-build zones” or force a retreat from the shore.

“The opposition to the NJPACT rules likes to cite economic lost opportunities as a reason for New Jersey to not move forward on adopting stronger resiliency measures — all without any objective basis,” he said. “This report seems to provide a serious look at the broader impacts to residents, social equity, property values and tax-related income generation.”

The New Jersey Business and Industry Association, which is leading the opposition to the PACT proposal, agreed with much of the Rebuild By Design report.

“While we believe the projections of flooding are overstated in the report, there is no doubt that New Jersey has a historic problem with flooding and, as a coastal state, we realize that major storms are a fact of life here,” said Ray Cantor, an official with the association. “For those reasons, we support taking steps to protect ourselves from those risks New Jersey has long faced through resiliency projects and other community efforts noted in the RBD report.”

In terms of current property value in at-risk areas, Ocean County leads the state at $66.1 billion, a figure projected to rise to $79 billion by 2025.

Cape May County has $55.4 billion at risk, rising to $68.2 billion by 2050, and Atlantic County has $22.8 billion at risk, rising to $26.5 billion in 2050.

Rebuild By Design began as a design competition, launched by the U.S. Department of Housing and Urban Development along with nonprofits and the philanthropic sector, in response to Sandy.

One of its lasting legacies was a contest to help governments create ways to protect against the next big storm.

Two of those projects are being built in New Jersey: a flood control project in Hoboken using absorbent “resiliency parks” to help hold storm water that would otherwise fill sewers and flood streets, and several projects in the Meadowlands near New York City.

A house in Avalon that sold for $4.3 million tops the list of the most expensive residential real estate sales in Cape May County in the past week.

In total, 73 residential real estate sales were recorded in the county during the past week, with an average price of $1 million. The average price per square foot was $645.

The prices in the list below concern real estate sales where the title was recorded during the week of May 19 even if the property may have been sold earlier.

A 1,089-square-foot single-family house at 107 E. 21st Ave., Wildwood, has been sold. The transfer of ownership was settled in April and the total purchase price was $2,198,000, $2,018 per square foot. The house was built in 1940. The deal was finalized on April 25.

8. $2.6 million, single-family house at 2506 Asbury Ave.

The property at 2506 Asbury Ave. in Ocean City has new owners. The price was $2,550,000. The single-family house was built in 2009 and has a living area of 3,054 square feet. The price per square foot is $835. The deal was finalized on April 29.

7. $2.6 million, single-family residence at 274 52nd Street

A sale has been finalized for the single-family residence at 274 52nd Street in Avalon. The price was $2,555,266 and the new owners took over the house in April. It was built in 1963 and the living area totals 1,622 square feet. The price per square foot ended up at $1,575. The deal was finalized on April 30.
